The purpose of the STAR
program is to help relieve the critical shortage of assistant
referees. The STAR program enables assignors
to devote scarce AR resources to the older age
groups.
STARs will be certified
referees and, while not neutral, should be used as if they were
assigned official ARs in all respects. STARs can be any grade. Some will be Grade 8 and
higher and will of course be comfortable with all facets of
officiating. The
majority will be Grade 12, USSF Assistant Referee; their training
fully qualifies them to be ARs for all adult and youth
games.
All NCSL U-12 through U-14 teams will have
STARs. All WAGS U-12 through U-13 teams will have STARS.
Beginning Fall 2007 WAGS U-14 teams will also have STARs..
On occasion, assignors will
assign ARs to these games for various reasons. Please determine whether
your ARs are assigned or STARs it make a difference in who pays
them (see below).
STARs expect to work. You should ALWAYS use STARs
if there are fewer than two assigned ARs..
Many of your STARs will have
very little experience.
Rather than treating this as a problem, treat it as an
opportunity:
-- Have a
pre-game discussion (offside responsibility, fouls in the penalty
area, position on free kicks near the 18, etc.), answer questions,
etc.
-- At halftime, they should stay with you to discuss the
first half and plans for the second half.
-- After the
game, they should have the opportunity to discuss the game with you
from the officiating perspective.
STARs should not sign
your blue game card since they will be paid directly by the leagues
from their own personal pay cards. Enter STAR on your blue
game card if you use one or two.
STARs may also be willing to
work after their game if the following game is WAGS U-13 or NCSL
U-15 or higher and you have fewer than two assigned ARs. In this case, STARs
should sign your blue game card since they will be paid by
the assignors.
At least one STAR from each
team should be at every game. Once you select STARs, they
must work the entire game; duties may not be split during a
game
There might be games where
more than one STAR from a team will be may be needed. :
-- If two STARs
are needed and one team has none available and one team has two
available, the two available should serve.
-- If one STAR
is needed and each team has one or more available, the STARs will
decide which one will serve; you will only break
ties.
-- If two STARS
are needed and only one is available, the one should serve and the
other AR should be a club line.
