This website provides information about refereeing in the National Capital Soccer League (NCSL) and the Washington Area Girls Soccer League (WAGS).  These are premier TRAVEL leagues for boys and girls ages 9 to 19.  A majority of the games--200 to 300 each weekend--are on Sundays, but some are played on Saturdays.  We invite all interested referees to participate.

PROFILE SHEET

    -     If you would like to work NCSL and WAGS games but are not currently registered with us, download a PROFILE SHEET and send it to us.

    -    The Profile Sheet is your way to tell us when, if, and how you want to be assigned.  VERY IMPORTANT: Sending us the Profile Sheet DOES NOT commit you to working any NCSL or WAGS games – you will always have the right to work when and if you want.

IMPORTANT INFORMATION

  • Small-sided Games.  NCSL and WAGS play small-sided through U-12.  See the LEAGUE RULES page for specifics on these games and rules for all age groups.

  • Team Sportsmanship Liaison.  Each NCSL and WAGS team has designated TSLs to help you with the occassionally daunting task of controlling spectator behavior.  See TSL for how they can help you.

  • STARs.   Both leagues now use the  Special Team Assistant Referee (STAR) program to help relieve the critical shortage of assistant referees.  Referees must use STARs on all applicable games if two assigned ARs are not present.   Please read the STARs page for instructions on how to use STARs.

  • Recertification.  You must be certified for 2007 to work NCSL and WAGS games.  See the RECERT/UPGRADE page.

  • Assessable Games.  As more referees upgrade to Grade 7 and above, assigning assessment games now needs to be managed more closely.  See how we’re doing it also on the  RECERT/UPGRADE page..

ARBITER.  As most of you know, this is our online program for managing assignments.  For many of you working NCSL and WAGS for the first time, after we receive your Profile Sheet, we will activate you in Arbiter and send you Arbiter “welcome” emails, one to join the Deplitch group and one to join the Houston group.  (Each referee in a family needs a separate email.)  Signing up is easy, and as we say above, does not commit you to working any games.  See our tutorial at ARBITER.

 GETTING ASSIGNMENTS

                The Profile Sheet is the key for getting the number and types of assignments you want—it is the principal way for you to tell us ages you like to ref, where you want to work, and other stuff we need.  See ASSIGNMENTS for more detail.

                You have the following choices on how to be assigned:

1.  If your schedule is uncertain, check Week to Week.  Then call us when you can work—the earlier each week the better.  We can almost always find suitable games.

2.  If you have a good handle on your personal schedule and do not have to work around a team, check Preassign and enter the appropriate “blocks” (times you are not available) in Arbiter.  We will send you assignments to accept or decline.

3.  If you are associated with a team and want to be assigned around the team’s schedule, check Around My Schedule and “attach” yourself to the team.  If you are flexible about seeing every one of your son’s or daughter’s games, do not attach yourself to the team.

·         League Rules.  The leagues basically use FIFA rules but do have some important modifications.  Referees   for these leagues MUST be familiar with and must apply each league’s rules.

·         Recert/Upgrade.  Information and links about who, when, and how to maintain your certification and to upgrade when you’re ready.

·         Contacts.  A handy list of names and phone numbers for NCSL and WAGS contacts.

·         TSLTeam Sportsmanship Liaison.  Each team is supposed to designate a parent to help you with sideline problems.  This link tells you how the program works.
